Systems proposition

The systems proposition is stated as:

"It is reasonable, and useful, to take the apparently chaotic universe to be a complex of interacting systems. If a system has definable objectives then we may hope to be able to engineer it in order that they are achieved. Even if this systems engineering is not possible, the systems view still provides the best framework for relevant debate concerning the problems which arise in the real world."
